The principle legislation pertaining to water supply installations in the UK is the Water Supply (Water Fittings) Regulations 1999 for England and Wales, the Water Bylaws 2000, Scotland and the Water Regulations Northern Ireland. These regulations were introduced in July 1999 when each of the Water Suppliers in England & Wales ceased to enforce their own bylaws. They were brought under the banner of the standardised regulations determined by the Department of the Environment, Transport and the Regions (DETR). Scotland joined the scheme later in April 2000.The Water Regulations Advisory Scheme (WRAS) is a subscription membership company limited by guarantee and was incorporated on 4 August 2008. The subscribers of WRAS are the 26 UK Water Suppliers.
The purpose of WRAS is to contribute to the protection of public health by preventing contamination of public water supplies and encouraging the efficient use of water by promoting and facilitating compliance with the Water Supply (Water Fittings) Regulations and Byelaws in Scotland. They have provided an approval and listing scheme that has become the byword for product approvals in the UK plumbing world. To enable a product to be certified to meet with the requirements of the Water Supply (Water Fittings) Regulations it must be mechanical tested to the relevant standards.
There are only two accredited mechanical test facilities in the UK which are KIWA Ltd (Watertec Trading Division) and NSF International (who work closely with WRAS).In addition, all materials used in these products must meet with the requirements of BS 6920 entitled ‘Suitability of non-metallic materials and products for use in contact with water intended for human consumption, with regards to their effect on the quality of the water’.
It is a requirement that all non-metallic materials which come into contact with water intended for domestic use must conform to the requirements of BS 6920. This includes several tests which assess the suitably of non-metallic materials to ensure they do not impart odour or flavour, cause a change in appearance (colour or turbidity), promote microbial growth and leach substances (including toxic metals) harmful to human health. There are only four test facilities in the UK that can carry out the BS 6920 testing which are Intertek, LGC Ltd, The Water Quality Centre (WQC) and NSF International.Once fully tested the plumbing fittings can be certified in the UK by either WRAS or KIWA Watertec.
The certificates of both organisations each state that the plumbing fitting “Complies with the requirements of the Water Supply (Water Fittings) Regulations”. All Water Boards in the UK will allow you to install a product be it a WRAS certified fitting or a KIWA Watertec certified fitting.Perrin & Rowe have an extensive range of our UK products tested, certified and listed by KIWA Watertec.
